CHINA STATE PLANNER and the National Energy Administration issued the Coal
Industry 15th Five-Year Plan, directing stronger measures to stabilize coal
production and supply, optimize production organization and orderly release
advanced capacity. The plan calls for studying a coordinated-production
mechanism among key coal provinces to smooth market functioning, strengthening
supply-demand monitoring and production dispatch, and enforcing signing and
performance of mid-to-long-term power-coal contracts. It mandates enhanced
regional mutual aid and multi-energy complementarity to raise peak summer and
winter supply capacity, stabilize supply in the Two Lakes and One River region,
the Northeast and the Southwest, deepen supply‑demand linkages and strategic
cooperation between producing and consuming areas, optimize coal reserve-base
layout, lift power-plant coal stocks and prioritize household coal needs.
