Tianjin's 2026–2028 Intelligent Robot Industry Action Plan targets a
“technology-innovation + scenario-driven” growth model. By end-2028 the plan
seeks to lift Beijing–Tianjin–Hebei regional supply integration to >60%, sustain
industry output growth above 15% p.a., and push core output value past 20 bln
yuan. It calls for a full-chain ecosystem covering R&D, manufacturing,
application and services and end-to-end segments from decision & control to
bodies, core components and integration services. The plan mandates one
intelligent-robot innovation consortium, creation of 1–2 national-level
innovation platforms, and R&D on core technologies including main-control chips,
operating systems, reducers and servo motors to produce about 20 technical
products. Targets include incubating at least three firms with annual output >1
bln yuan and 20 national-level “specialized, sophisticated, innovative”
small‑giant enterprises.
