South Korea plans to draft a special law by year-end to back three governments
"super projects" aimed at boosting competitiveness in semiconductors, physical
AI and AI data centers. The law would shorten approval and
environmental-impact-assessment procedures and accelerate construction of power,
water, transport, housing and education infrastructure. The government aims to
complete relocation and temporary dispersal of military facilities by H2 2028 to
free a military airport site for a semiconductor industrial park. Beyond the
current 8.3 mln sqm candidate national industrial park, additional nearby land
may be designated after assessing corporate demand. Authorities will pursue
treated/recycled water and nearby-dam schemes to secure supply and measures to
ensure adequate power. Seoul will consult the US on US facilities at Gwangju
military airport; the presidential office says the US has so far responded
positively.
