Tianjin’s municipal development and reform commission published a city-level
Tianjin Population High-Quality Development 15th Five-Year Plan, targeting by
2030 a resident population of about 13.7 million and a net increase of 700,000
in hukou population. The plan sets a health literacy target of 46% and a
life-expectancy target of 83.2 years, aims to keep the urbanization rate above
86% and to stabilize the surveyed urban unemployment rate, and calls for a
substantial expansion in supply of affordable childcare and nursing-care
eldercare beds to raise living standards.
