The plan names platforms including the Baiyulan Open Source Research Institute, OpenLoong and OpenDataLab to promote Shanghai-first launches of open-source projects across intelligent software, language corpora, algorithms, models, agents and humanoid-robot hardware/software; it endorses paid open-source and dual-license revenue models, supports firms’ commercial secondary development and aims to incubate open-source commercialization companies.
