Foreign Ministry spokesman Guo Jiakun said China has noted reports that SAIC
plans its first European factory in Ferrol and that Spanish authorities are
reviewing the project on economic, industrial, employment and national security
grounds because the site is near sensitive military and shipbuilding facilities.
Guo said China has noted positive statements from Spain’s central and local
governments, is willing to deepen pragmatic cooperation on the basis of mutual
respect and win‑win outcomes, and urged Spain to provide Chinese firms a fair,
just and non-discriminatory business environment.
