Vice Minister Xu Bijiu of the Ministry of Ecology and Environment said at a
State Council Information Office briefing on the 13th that China is expediting
the drafting of a new round of sustained air-quality improvement measures—the
fourth iteration of the so-called ‘Ten Measures’. He noted three prior national
plans were issued in 2013, 2018 and 2023. Data cited by Xu show national average
PM2.5 fell to 28 µg/m3 in 2025, down 59% versus 2013, and the share of
heavy-pollution days dropped to 0.9%, the lowest level since monitoring began.
