Heavy rain from the residual circulation of Typhoon No.13 White Dolphin drove Taihu water level to 4.20 m at 15:40 on Aug.14, 0.40 m above the 3.80 m warning level; under national watershed flood classification this constitutes a relatively large basin flood. Forecasts show moderate-to-heavy rain over the basin for the next two days, with peak Taihu levels possibly exceeding 4.30 m and parts of the surrounding river network expected to surpass warning levels. The Ministry of Water Resources upgraded the Taihu basin flood-defense emergency response from Level IV to Level III at 18:00 on Aug.14.
