control despite recent difficulties. He said there has been no panic buying in
recent months and that 14 months of accumulated credibility, government
contingency plans and forward arrangements will keep supplies stable. Most
agricultural operations have been integrated into smart information systems and
are under comprehensive control, a claim he said rests on full command of those
