China's National Development and Reform Commission and National Energy
Administration issued the Petroleum and Natural Gas Development "15th Five‑Year
Plan", calling for an integrated national oil reserve system combining
strategic government reserves, corporate social‑responsibility (CSR) reserves
and enterprise operating inventories to materially strengthen risk resilience
and energy security. The plan directs continued expansion of government
strategic reserves, improvement of the CSR reserve framework, maintenance of
reasonable operating inventories, encouragement of private capital to invest in
and operate commercial storage facilities to expand reserve capacity,
enhancement of reserve system and mechanisms, and stepped‑up monitoring of oil
supply and demand.
