Libya's western, central and southern regions experienced a large-scale power
outage in the early hours of the 17th after several plants went offline, Libyan
media reported. This is the second major blackout since outages hit Tripoli and
western Libya on the 15th. Zawiya, Khoms and the Ubari gas-fired plant
reportedly stopped generating; causes remain unclear. Libya's national
electricity company (GECOL) said technical teams are assessing the situation and
working to restore supply progressively.
