MOFCOM and eight other ministries issued guidance to boost lower-tier market
activity and county-level consumption, calling for activation of idle assets.
Projects that reuse existing properties or land to develop county social
services such as elderly care and childcare may receive up to five years of
transitional support without changes requiring to the land-use holder or
planning conditions. Subject to national land‑space planning, authorities
encourage stock‑land redevelopment through self-operation, joint ventures or
transfers to raise local commercial service capacity. County governments are
supported to convert vacated office buildings and other idle state assets into
convenience commercial outlets. Rural collective commercial construction land
may be lawfully brought to market to develop county commerce, and idle rural
housing is encouraged to be repurposed for new, village‑appropriate industries
and business formats.
