IRNA reported Foreign Minister Araghchi said multiple foreign ministers
privately told him Iran had "won the war and diplomacy." He said adversaries
sought talks shortly after hostilities began; Iran refused an immediate
ceasefire and continued fighting until the other side agreed to a ceasefire and
negotiations on Iran’s terms. Araghchi said the opponent submitted a
multi-clause proposal, Iran offered a counterproposal, both sides revised
positions and the opponent ultimately accepted Iran’s terms, whereupon Iran
agreed to a ceasefire. He added several ambassadors told him the memorandum’s
terms largely favored Iran and that the opponent began violating the memorandum
within two weeks. Araghchi identified Israel as the main opponent and obstacle
to implement the memorandum.
