China’s National Healthcare Security Administration released the comprehensive
medical security 15th Five-Year plan. Targets include keeping basic medical
insurance participation at about 95% annually during the plan period; extending
long-term care insurance coverage to all pooled jurisdictions; maintaining
inpatient reimbursement within the basic medical insurance catalog at roughly
80% for employee schemes and 70% for urban and rural resident schemes;
increasing real-time settlement coverage of basic medical insurance fund
expenditures from about 70% in 2025 to above 80%; and ensuring maternity
allowances are paid directly to individuals across all pooled jurisdictions.
