China's National Healthcare Security Administration, in its interpretation of
the national health security 15th Five-Year plan, said it will carry forward
several existing indicators into the 15th Five-Year development targets — basic
medical insurance participation rate; fund payment ratio for inpatient expenses
within the basic medical insurance catalog; and share of drugs and high‑value
medical consumables procured by public medical institutions via provincial
platforms — to ensure continuity of implementation. It said, given reform tasks
and fund sustainability requirements, it will also include the number of
jurisdictions covered by long‑term care insurance pooling and the number of
months of cumulative reserves payable by employee and resident basic medical
insurance funds as development indicators.
