The Shanghai municipal government office issued the 15th Five-Year Plan for
urban renewal and housing development, setting targets through 2030 to:
continuously improve the living environment; upgrade and boost efficiency of
existing stock; provide higher-quality, more balanced public services; reinforce
distinctive urban character; expand and optimize urban ecosystems; and
strengthen baseline safety. The plan calls for firmer urban renewal and housing
system structures, a more complete legal and policy framework, more diverse
development models and pathways, and expanded financing channels.
