Six Shanghai municipal agencies, including the finance bureau, PBOC Shanghai branch, Shanghai Financial Regulatory Bureau and the municipal housing provider fund center, issued a notice to optimize local real estate measures, effective Aug. 21, 2026. The notice expands housing provident fund withdrawal eligibility for down payments to cover purchases of completed newly built housing, extending support beyond the pre‑sale new homes allowed under the Aug. 2025 "Shanghai Six" measures. It confirms that withdrawals to pay down payments will not affect calculation of an individual’s housing provident fund loan amount.
