The Central Cyberspace and Informatization Commission issued an Action Plan to
Promote High‑Quality Development of Cyberspace Enterprises (2026–2030) that
prioritizes enabling the manufacturing sector’s digital transformation. It
directs cyberspace and information firms to expand digital products and services
supply across full manufacturing value chains (R&D/design, production,
operations, maintenance, supply‑chain management), promote cost‑effective
digital transformation tools for SMEs, and lead or participate in
industrial‑internet platform construction to cultivate globally competitive
platforms. The plan explicitly encourages deployment of manufacturing industry
large models and intelligent agents, the creation of high-quality industrial
datasets, stepped‑up humanoid‑robot R&D and applications, and accelerated smart
factory buildout to advance AI‑enabled industrialization.
