Shanghai municipal government office issued the Shanghai Comprehensive
Transportation Development 15th Five-Year Plan, mandating pilot trials of
unmanned transport modes and continued development of high-level
autonomous-driving demonstration zones. The plan targets scaled deployment of L4
and above autonomous driving in intelligent buses, heavy trucks and taxis,
requires full BeiDou coverage across the transport sector, and calls for
planning and construction of low-altitude public air routes integrated with
transport infrastructure. It directs upgrades to low-altitude air-traffic
services to enable precise supply and efficient use of low-altitude airspace and
supports orderly development of low-altitude logistics delivery.
