Aug 21, 2026 — At the Hainan Cross-Border Compute Industry Development
Conference in Haikou, the Haikou National High-tech Zone management committee
and H3C signed a strategic cooperation framework to establish the Haikou
International Turing Town. The partnership targets five areas: cross-border
compute services, digital industry ecosystem development, industrial investment
and operations, industry‑education and talent cultivation, and compute hardware
manufacturing. The conference also launched the Hainan Token Industry Ecosystem
Alliance and unveiled Unisplendour Yaocen (Hainan) Manufacturing Co. Authorities
said the move leverages Hainan free-trade port policy to accelerate clustering
of cross-border compute, AI hardware manufacturing and digital industry activity
in Haikou.
