Super Typhoon Saudel was located about 1,520 km east of Taipei at 08:00 on Aug.
24, with maximum winds near the center at force 16 (super typhoon). Under the
Zhejiang flood, typhoon and drought emergency plan, the provincial flood-control
headquarters decided at 14:00 on Aug. 24 to activate a maritime typhoon
emergency response. Coastal localities and relevant provincial units were
ordered to closely monitor the storm, immediately activate the "1833"
joint-command system, and, per emergency and defense plans, orderly execute
key-ship sheltering and port anchoring, suspend maritime routes, close coastal
tourist sites, and evacuate aquaculture rafts and offshore construction
personnel, among other protective measures.
