Shanghai issued its 15th Five-Year Plan to accelerate new industrialization and build a modern industrial system. The plan calls for rapidly expanding intelligent computing capacity: develop high-performance, low-power, efficient AI chips; strengthen cluster networking and cloud services; and explore heterogeneous computing, optical computing and quantum AI architectures. It directs optimization of computing infrastructure and construction of an urban area compute network. The plan prioritizes next‑generation large-model R&D—targeting architecture design and training optimization—and promotions coordinated development of chips, large models and compute-cloud to build an indigenous ecosystem. It also accelerates embodied-intelligence technology maturation and a full-chain layout for intelligent robotics, improving key components and pushing real-world deployment across industrial manufacturing, logistics and assembly, retail, and healthcare domestic services.
