On Aug 25, 2026 the draft amendment to China’s Road Traffic Safety Law was
submitted for initial review at the 24th session of the 14th NPC Standing
Committee. The draft (9 chapters, 170 articles) clarifies road-entry conditions
for autonomous vehicles, sets principles for violation handling and an insurance
framework for AVs; targets enforcement on drunk driving, blind driving,
abandoned/zombie vehicles and vehicles exceeding standards; tightens management
of electric bicycles and organized mass pedestrian groups; and includes targeted
measures to improve public travel convenience.
