China's draft amendment to the Road Traffic Safety Law, submitted on Aug. 25 to the 14th National People's Congress Standing Committee for initial review, would raise the maximum speed for electric bicycles in non-motorized lanes from 15 km/h to 20 km/h. The draft also bans riding against traffic, speeding, running traffic signals, and using hand-held phones or watching videos while riding, and requires riders and passengers to wear safety helmets.
