A draft amendment to China’s Road Traffic Safety Law, submitted to the 14th
National People’s Congress Standing Committee for first review on Aug. 25,
creates a special chapter on autonomous vehicles and defines autonomous and
assisted driving functions. The draft says traffic-safety breaches that occur
while an autonomous driving function is activated will be enforced against the
vehicle’s manufacturer or importer; vehicles with the autonomous function not
activated, and vehicles that only have assisted driving, will be regulated as
conventional (non-autonomous) vehicles.
