Hebei meteorological observatory issued an orange heavy-rain warning at 09:11 on
Aug 25, forecasting heavy to very heavy rain from the afternoon of Aug 25 to the
morning of Aug 26 across southern Zhangjiakou, southern Tangshan, Baoding,
Xiong'an New Area, Langfang, Shijiazhuang, Cangzhou, Hengshui and nearby areas;
local totals may exceed 200 mm, with convective storms producing up to 70 mm/hr
or 100 mm/6 hr. After assessment, the Hebei Provincial Flood Control and Drought
Relief Headquarters activated a level-4 flood emergency response at 10:00 on Aug
25 for Shijiazhuang, Zhangjiakou, Tangshan, Langfang, Baoding, Cangzhou,
Hengshui, Xiong'an New Area, Dingzhou and Xinji.
