China’s draft Water Law, submitted for second review to the 14th National People’s Congress Standing Committee on Aug. 25, adds provisions to accelerate construction of a national water network. The draft directs the state to prioritise improving systems for optimized water‑resource allocation, river‑basin flood prevention and mitigation, and water‑ecological protection and governance; it calls for coordinating existing and incremental resources, strengthening interconnection, and speeding the build‑out of the national water network.
