Russia plans to extend a diesel export ban through Sept. 30 as domestic fuel
shortages persist and multiple refineries remain offline after repeated
Ukrainian drone attacks, three industry sources said. One source said extending
the ban to year-end is also under consideration. Moscow first imposed a diesel
export ban from July 8–31 and then extended export restrictions on fuel
producers to Aug. 31. Non-fuel producers are barred from exporting diesel and
motor gasoline until Jan. 31 next year, while jet-fuel exports remain banned
through Nov. 2026. After local governments eased some restrictions in late July,
fuel shortages reappeared in parts of the country in August.
