Trump has submitted a milestone Saudi civil nuclear agreement to Congress for
review but retains an 11th-hour requirement that Saudi Arabia normalize
relations with Israel, a US government official said. The submission is likely
to trigger months-long congressional debate over advancing the US nuclear
industry while preventing WMD proliferation in the Middle East. The 30-year
accord, announced last month, would give US firms a central role in Saudi
nuclear infrastructure and bar foreign competitors; it is controversial because
it could open the door to uranium enrichment in Saudi territory.
