It will build a comparative testing and demonstration base for multiple battery routes including solid‑state cells, and develop 10‑MW‑class standalone energy storage plants. The city will accelerate creation of an international shipping green‑fuel certification and bunkering center and sponsor hydrogen storage backup‑power demonstrations in industrial settings. Priority tech areas: next‑generation storage (all‑solid‑state, flow, high‑performance sodium‑ion, large‑scale advanced compressed‑air systems); wind equipment (R&D and demonstration of deep‑water floating turbines); PV equipment (high‑efficiency heterojunction and perovskite cells, offshore floating and space PV, MW‑scale concentrated solar thermal); advanced nuclear (continue autonomous production and mass build of third‑generation units, and lay out fourth‑generation reactors, microreactors and marine nuclear propulsion); gas turbines (industrial gas‑turbine hydrogen‑blend combustion R&D, accelerate heavy‑duty gas‑turbine development and commercialization); and transmission/distribution equipment (R&D and industrialization of UHV transformers and UHV gas‑insulated switchgear).
