Hubei provincial government issued a 2026–2030 implementation plan to accelerate multimodal transport. The plan aims to, by 2030, upgrade about 30 provincial freight nodes, keep major ports’ rail entry rate at 100%, complete a Wuhan multimodal service center and enable data interoperability across rail, inland waterways, road, air, warehousing and postal systems. It targets about 10% annual growth in port container rail‑water intermodal volumes and a single‑order rail‑water intermodal container share above 30%, while cultivating five intermodal operators/logistics integrators with cross-regional connectivity and end‑to‑end control. The plan seeks to cut social logistics costs to roughly 12% of GDP and position Hubei as a national multimodal benchmark province.
