The Islamic Revolutionary Guard Corps intelligence arm said Iran retains
sovereignty over the Strait of Hormuz and is no longer merely reactive to
attacks, instead shifting to enhance strategic initiative and to shape the
timing, location and cost of military and diplomatic actions.
