The National Development and Reform Commission and the Ministry of Transport
issued a Logistics Network Construction Implementation Plan targeting a
reduction in China’s total social logistics cost‑to‑GDP ratio to 13.1% by 2030,
down 0.8 percentage point from the end of the 14th Five‑Year Plan. The plan
prioritizes tighter hub‑industry coordination, improved corridor and network
domestic and cross‑border connectivity, greener and smarter facilities and
equipment, and full interoperability of rules and information to lower logistics
costs and improve goods circulation.
