The year’s 18th typhoon, Shader, was centered at 13:00 on the 28th in Taishun
County, Wenzhou, Zhejiang, with maximum winds near the center at force 10
(strong tropical storm). It is moving WSW at about 20 km/h, expected to weaken
and enter northern Fujian on the afternoon of the 28th. At 14:00 on the 28th
Fujian provincial typhoon command downgraded the typhoon emergency response to
level 3 and maintained the flood-control emergency response at level 4.
