According to Middle East Eye, U.S. Department of Justice documents show that the Turkish government on August 8th signed a one-year, $2.4 million contract with Ballard Partners, a lobbying firm closely associated with U.S. President Donald Trump. Ballard Partners is led by Brian Ballard, a prominent Republican fundraiser from Florida who participated in Trump's presidential campaign. The team serving Turkey includes Thomas Boudri, a former special assistant to Trump and senior director for legislative affairs at the National Security Council. Under the contract, Ballard Partners pledged to provide the Turkish federal government with "government relations services, strategic consulting, and lobbying services," and to keep clients informed of the latest developments in Congress and U.S. policy. Back in 2017, during Trump's first term, the firm signed a $1.5 million contract with Turkey, primarily handling the sanctions circumvention case of the Turkish state-owned bank Halkbank. Earlier this year, the Trump administration's Department of Justice dropped charges against the bank. The new contract differs from the previous agreement; the Turkish Ministry of Defense is the primary client. Turkey is seeking to rejoin the F-35 fighter jet program and hopes to receive six F-35s manufactured in Turkey but stored in the United States for years. Previously, Turkey was removed from the program in 2019 for purchasing the Russian-made S-400 air defense system. Middle East Eye reported last month that Turkey was considering selling the S-400 system to a third country, possibly the United Arab Emirates, in an attempt to persuade Washington to lift sanctions against Turkey.
