accusations by an individual U.S. State Department official that a Chinese-built
Sinclair hydroelectric plant in Ecuador involved poor workmanship, contract
breaches, saddled local governments with debt and harmed the environment.

in mutual respect, equality and mutual benefit and enjoys broad support, and
urged third parties not to interfere with Latin American countries' choice of
partners, asking the U.S. official to stop sowing discord.
