Chengdu aims to raise service-sector value added annual growth to above 5% and
expand sector scale past 2 trillion yuan by 2030, positioning services as the
city’s main growth engine. The plan prioritizes four production-oriented service
clusters—technology services, software and information, business services and
low‑carbon/environmental services—and four consumer service clusters—specialty
retail, cultural/sports/tourism, healthcare and household services—backed by
modern finance, modern logistics and platform economy. Authorities plan to
cultivate more than ten service clusters each exceeding 100 billion yuan and
develop 46 emerging tracks including token services and the automotive
aftermarket. Spatial strategy follows a “one‑core, two‑zone, three‑axis,
N‑point” layout to guide future infrastructure and industrial zoning.
