A Libya 4+4 committee on the 30th signed an agreement at the UN Support Mission in Libya (UNSMIL) headquarters in Tripoli to restructure the High National Elections Commission board and set a framework for presidential and parliamentary elections. The accord calls for elections to be held within 24 months after it takes effect and stipulates they must occur under unified administrative authority and unified state institutions; if unity cannot be achieved, an alternative mechanism will be established. The agreement requires approved by the General National Congress and the High State Council within one month of signing, otherwise approval will be sought through the UN Security Council and other channels. Presidential Council head Manfi and High State Council chair Takala were invited but did not attend; Takala said the 4+4 committee lacks legitimacy and Manfi said he would only attend after reviewing the full text.

Malaysia will restore fuel subsidy quotas to previous levels from Sept. 1, raising the monthly petrol quota to 300 liters from 200 liters and the diesel quota to 400 liters from 300 liters, Prime Minister Anwar said. He added the diesel increase will benefit roughly 500,000 users. The move, aimed at easing consumer cost pressures and shoring up political support after recent state election defeats for Pakatan Harapan, reverses cuts made earlier this year when Middle East-driven energy price spikes increased subsidy burdens. Anwar did not disclose the incremental fiscal cost; the government has already incurred about 40 billion ringgit (roughly $9.9 bln) in subsidy spending so far this year. Malaysia must hold a national election by early 2028.
