China's Ministry of Industry and Information Technology (MIIT) issued a notice
launching a program to cultivate AI application service providers. It directs
providers to strengthen links with national computing-network hubs, national
compute-interconnection nodes and the China computing platform, and to use
'compute coupons' and other policy tools to reduce compute costs. MIIT also
calls for optimizing intelligent programming tools to boost software supply,
opening APIs or trial access to scenario, data, model and agent outputs from its
modulus-resonance and industrial-data-foundation initiatives, encouraging
universities and vocational colleges to co-build training bases with leading
providers to scale application-focused talent, and urging service providers to
build frontline deployment-engineer teams to ensure on-site implementation.
