China's State Council, chaired by Premier Li Qiang, reviewed a report on urban
underground utility network construction and called for accelerated,
systems-based development. The meeting urged unified planning, improved
institutional mechanisms and tighter coordination between gas, water supply,
drainage, sewage, heating networks and utility tunnels to raise overall
efficiency; it stressed equal emphasis on construction and long-term management,
innovation for sustainable operation, and embedding quality and safety across
the construction-to-operation lifecycle.
