[Xi Jinping Attends the 26th Meeting of the Council of Heads of State of the Shanghai Cooperation Organisation (SCO) and Delivers an Important Speech] On the morning of September 1, local time, President Xi Jinping attended the 26th Meeting of the Council of Heads of State of the Shanghai Cooperation Organisation (SCO) in Bishkek. Xi Jinping put forward four proposals: First, prioritize development and create a prospect of common prosperity. Second, prioritize security and create a universally secure environment. Third, uphold a people-centered approach and strengthen the foundation of lasting friendship. Fourth, uphold dialogue and consultation and improve fair and orderly governance. Xi Jinping emphasized that China is willing to work with all parties to continue to uphold the "Shanghai Spirit," implement the SCO's development strategy for the next 10 years, strive to achieve higher-quality development, and make greater contributions to building a community with a shared future for mankind. The leaders of the member states signed and issued the "Bishkek Declaration of the Council of Heads of State of the Shanghai Cooperation Organisation," approved amendments and supplements to the Protocol to the Charter of the Shanghai Cooperation Organisation, the Regulations of the Integrated Centre for Addressing Security Threats and Challenges, and the Regulations of the Anti-Drug Centre, and adopted 28 outcome documents, including those on strengthening security, economic, cultural cooperation, and organizational development.
