At a Sept. 2 press conference after a Kyrgyzstan visit, Russian President Putin
said negotiations on Ukraine are frozen. He said Russian forces have been
ordered to prepare to carry out large-scale strikes on Ukrainian energy
infrastructure and warned there would be a response if Russian factories are
hit. Putin added U.S. presidential envoy Witkoff and Jared Kushner remain
welcome in Russia and that contacts between Russian and U.S. intelligence
services continue.
