On the evening of the 1st, Russian President Putin said negotiations on Ukraine
have stalled and dismissed reports that Moscow would announce a new round of
mobilization after the State Duma (lower house) election as baseless. He said
Russia seeks a lasting, comprehensive peace in Ukraine and Europe and is ready
to negotiate with any willing parties. Putin added that any military facilities
in Ukraine, including those linked to the UK, are legitimate targets for Russian
forces.
