MEDVEDEV said Russia could carry out reciprocal measures if Kyiv threatens
civilian air traffic in Russian airspace. He said the head of state has
characterized Kyiv’s threat as a declaration of state terrorism and that Russia
will not negotiate with terrorists but will respond in kind. MEDVEDEV also
accused Western, primarily European, leaders of backing such actions and noted
they often travel to Kyiv by train. Separately, Ukrainian President ZELENSKIY
warned Russian airspace would become dangerous because of Ukrainian drones.
