The National Energy Administration said it will prioritize high-quality
construction of a new-type power grid during the 15th Five-Year Plan, creating a
coordinated main-distribution-micro architecture to raise large-grid safety and
stability, make distribution networks public-platforms, and enable flexible
interaction with smart microgrids. NEA director Wang Hongzhi called the effort a
structural shift requiring system-level planning. Policy priorities include
strengthening grid infrastructure, accelerating R&D and deployment of AI+,
flexible grid topologies, intelligent control and long-duration energy storage,
and developing grid services to support efficient renewable integration,
high-quality power supply and electricity–compute coordination. The NEA also
ordered tighter operational safety and engineering quality management, improved
disaster prevention and emergency response, and measures to enhance grid
resilience.
