The Ministry of Industry and Information Technology and nine other ministries
issued the 15th Five-Year Plan for SME Development, calling for stronger
implementation of entrepreneurship guarantee loans and interest subsidies to
support micro and small firms with high employment capacity and help stabilize
and expand jobs. Employers who meet conditions and hire people with employment
difficulties and college graduates will receive social insurance subsidies as
stipulated. The plan encourages college graduates to take jobs at SMEs and urges
SMEs to expand hiring, internships and on-the-job positions. It prioritizes
tapping employment potential in advanced manufacturing and modern services,
increases support for labor‑intensive SMEs, promotes workforce digital literacy
and skills training, and seeks to reinforce AI’s employment-creating effect for
SMEs.
