China’s Ministry of Industry and Information Technology and nine other
ministries said the 15th Five-Year Plan for SME development encourages leading
and platform firms to open data governance and data-use capabilities to small
and medium enterprises, including services such as data cleaning, labeling,
transaction matching and analytics. The plan calls for exploring data
circulation infrastructure to enable secure, trusted flows of high-value data
between large, medium and small firms. It promotes wider application of
cybersecurity insurance to raise SME cyber and data defenses and seeks to
strengthen data-related standards and technical supply. The plan also supports
SME assessments of data management maturity, exploration of bringing data assets
onto balance sheets, and encouragement of data property registration.
