Shanghai issued measures to implement central and municipal directives on Three
Rural (agriculture, rural areas, farmers) work and to promote sustained,
relatively rapid growth in farmers' incomes. The city seeks, over the 15th
Five-Year Plan period, to have rural per-capita disposable income grow faster
than urban per-capita disposable income and GDP, and to narrow the urban–rural
per-capita income ratio to about 1.85.
