A Russia sanctions bill that cleared the Senate is stalled in the House and likely to be delayed until after the November election as opposition grows. The measure, introduced by late Sen. Lindsey Graham, would authorize Trump to levy tariffs of up to 100% on major buyers of Russian oil and gas and on countries that help Russia evade energy sanctions. Lawmakers from both parties say the tariff clause could expand presidential trade authority and push up energy prices; House Speaker Mike Johnson said members support sanctions but want the bill passed 'the right way'. House Foreign Affairs Committee chair Brian Mast said the committee is assessing whether Russian crude buyers switching suppliers could lift oil prices.
