The National Healthcare Security Administration said the long-term care
insurance (LTCI) system should be largely implemented nationwide by end-2028. On
a unified urban‑rural, universal-coverage principle, regulators will accelerate
extending coverage from employees to all urban and rural residents; establish a
national unified disability-assessment standard with mutual recognition across
regions; speed up cross‑region portability of LTCI benefits; expand the
professional care workforce and raise service accessibility and quality; and
align LTCI with subsidies for economically disadvantaged elderly, disabled
elderly and care allowances for the severely disabled.
